“Collaborating for service delivery and development impact”
Anglo American’s Municipal Capability & Partnership Programme (MCPP) enables government and industry partners to join forces in improving service delivery and tackling current and future development challenges peculiar to mining towns and regions. Challenges include increasing service demands from fast growing settlements, rising socio-economic vulnerability of households and a complex regulatory and intergovernmental environment.
In each municipality, municipal leaders, teams and relevant industry partners are supported to co-create interventions and strengthen capabilities required to improve the quality of service delivery and the developmental impact of investment. Through collaborating with municipal teams and partners responsible for basic service delivery and sustainable development, the program follows a problem and outcomes based approach, with a specific focus on strengthening the functionality of municipal teams and institutions, as well as intra- and inter municipal partnerships. The program is designed to be complimentary to government and industry initiatives and to add value to improvements in the operating environment.
The Municipal Capability & Partnership Programme (MCPP) is a collaboration between Anglo American and the Department of Cooperative Governance (DCoG) to strengthen municipal governance capability. The Programme includes commitment from Anglo American Platinum, De Beers and Kumba Iron Ore (and their participating mines), as well as the active involvement and co-ownership of participating municipalities. The Council for Scientific and Industrial Research (CSIR) is the value-add implementing partner and is enabled through the collaboration of a range of industry and government collaborators.

The MCPP is a collaboration between Anglo American and the Department of Cooperative Governance (DCoG) and includes commitment from Anglo American Platinum, Kumba Iron Ore, De Beers (and their participating sites), as well as the active involvement of participating municipalities.
The MCPP is currently operational in eight local municipalities, namely Gamagara and Tsantsabane in the Northern Cape; Blouberg, Musina, Fetakgomo Tubatse, Mogalakwena and Thabazimbi in Limpopo Province and Moses Kotane in North West.

The CSIR is the implementing partner for the Municipal Capability & Partnership Programme (MCPP). The Programme was initiated and is spearheaded by Anglo American, emanating from a Memorandum of Agreement with the Department of Cooperative Governance (DCoG) to strengthen municipal governance capability. The Programme is made possible through the commitment from Anglo American, Anglo American Platinum, Kumba Iron Ore, De Beers and their participating sites, as well as the active involvement and collaboration of participating municipalities and other partners such as the Impact Catalyst, Provincial CoGHSTA’s, DBSA, MISA, NBI etc.
The MCPP approach is guided by a number of core principles.
