WHAT WE DO

Anglo American’s Municipal Capability & Partnership Programme (MCPP) enables government and industry partners to join forces in improving service delivery and tackling current and future development challenges peculiar to mining towns and regions. Challenges include increasing service demands from fast growing settlements, rising socio-economic vulnerability of households and a complex regulatory and intergovernmental environment.

In each municipality, municipal leaders, teams and relevant industry partners are supported to co-create interventions and strengthen capabilities required to improve the quality of service delivery and the developmental impact of investment. Through collaborating with municipal teams and partners responsible for basic service delivery and sustainable development, the program follows a problem and outcomes based approach, with a specific focus on strengthening the functionality of municipal teams and institutions, as well as intra- and inter municipal partnerships. The program is designed to be complimentary to government and industry initiatives and to add value to improvements in the operating environment.

The Municipal Capability & Partnership Programme (MCPP) is a collaboration between Anglo American and the Department of Cooperative Governance (DCoG) to strengthen municipal governance capability. The Programme includes commitment from Anglo American Platinum, De Beers and Kumba Iron Ore (and their participating mines), as well as the active involvement and co-ownership of participating municipalities. The Council for Scientific and Industrial Research (CSIR) is the value-add implementing partner and is enabled through the collaboration of a range of industry and government collaborators.

WHY WE DO WHAT WE DO

Strengthened collaboration for service delivery and development

The main objectives of the Municipal Capability & Partnership Programme are to:

  • Support municipal partners to mitigate critical risks to service delivery, related to mine closure;
  • Collaborate with municipal partners to improve service delivery (address challenges exacerbated by unique dynamics in mining towns with a specific focus on access to water, sustainability of infrastructure and service delivery in transitioning mining regions) and;
  • Strengthen the collaboration between partners to tackle current and future development challenges peculiar to mining towns and regions.

PARTNERS

The CSIR is the implementing partner for the Municipal Capability & Partnership Programme (MCPP). The Programme was initiated and is spearheaded by Anglo American, emanating from a Memorandum of Agreement with the Department of Cooperative Governance (DCoG) to strengthen municipal governance capability. The Programme is made possible through the commitment from Anglo American, Anglo American Platinum, Kumba Iron Ore, De Beers and their participating sites, as well as the active involvement and collaboration of participating municipalities and other partners such as the Impact Catalyst, Provincial CoGHSTA’s, DBSA, MISA, NBI etc.

Collaborate with relevant municipal partners to:

  • understand the availability and quality of both surface and groundwater,
  • measure and maintain potable water quality, and
  • improve its capability for decision-making concerning current and future water demand.
INFRASTRUCTURE LIFECYCLE MANAGEMENT

Collaborate with relevant municipal partners to:

  • increase knowledge and information (i.e. location and status) related to immovable assets such as the water infrastructure reticulation system,
  • improve the maintenance of its immovable assets and water infrastructure ,and
  • improve the general efficiency of processes, tools and information systems supporting the maintenance of immovable assets and water infrastructure.
STRATEGIC DEVELOPMENT PLANNING

Collaborate with relevant municipal partners to:

  • improve the credibility of the IDP, e.g. through accessing evidence on development dynamics impacting settlement growth, including water quality and quantity, and/or enhanced collaboration between partners),
  • strengthen capabilities for settlement planning, land and local economic development and management, and
  • enhancing development impact through increased investment synergies. Work in this area includes support for municipal financial management and viability, as well as strengthening capabilities to prioritise services and align infrastructure MSDFs with IDP, infrastructure planning and budgeting processes.

MCPP KNOWLEDGE SHARING

One of the contributions of the MCPP is to provide municipal partners with easy access to evidence and information to help address challenges unique to mining municipalities.

The MCPP has collaborated with the Urban Knowledge Exchange Southern Africa (uKESA) to develop a collection of resources relevant to mining towns. This Mining Towns Collection, sponsored by Anglo American under the banner of the MCPP, contains many relevant resources that officials and professionals working in the mining towns will find valuable.

It is a broad-based initiative across government, civil society, and the private sector aimed at strengthening networks in response to an identified need for enhanced information exchange in the southern African region.

The MCPP has collaborated with the CSIR and the Impact Catalyst to support mining municipalities with evidence and analyses on development dynamics, as well as settlement and population growth that impact service demand, planning and municipal financial viability. The analysis supports municipal partners (with often limited GIS capability) to strengthen their own planning and internal-, as well as partner-, engagements on inter-dependencies in, and between, settlements and sectors.

Settlement Growth in Mining Towns

The Spatial and Temporal Evidence for Planning in South Africa (stepSA) is an initiative through which the Urban and Regional Development Dynamics Group disseminates evidence on the development dynamics and inter-dependencies in, and between, settlements and regions across South Africa generated through CSIR and partner funded research and profiling. Its purpose is to support multi-role player collaboration and investment decisions that can contribute to sustainable and inclusive urban and rural development.
