Reimagining Land Use in Mogalakwena (2022-2023)

Mogalakwena Local Municipality’s outdated land-use management system hindered economic development. Lengthy processes for obtaining land-use rights slowed investment, and the lack of flexible zoning classifications made it difficult to manage growth.
Key Challenges:
- Inefficient land use, with lengthy approval processes delaying development.
- Uncoordinated growth, particularly in traditional authority areas.
- Lack of modern zoning classifications, limiting economic opportunities.
Interventions & Results:
The MCPP team introduced a transect zone concept, allowing for more flexible land-use rights. Key actions included: - Consulting with traditional authorities and mines to develop a new land-use scheme.
- Approving the draft land-use scheme in August 2023, providing a flexible framework for growth.
- Empowering municipal officials to manage land use more effectively.
The Outcome:
Today, Mogalakwena has a modern land-use scheme that supports sustainable growth. The scheme ensures that all stakeholders from traditional authorities to mining houses are working together to achieve common goals. It ensures that land uses are appropriate for the local context, supporting economic development while protecting the environment.
